R-33 Effective date: January 1, 2000 207.9.13 Foreign swimmers who are not members of USA Swimming may enter national championships provided they have met all qualifying requirements including submission of proof of entered times. These foreign athletes must meet the National Championships time standards. Purpose: Eliminate the time standards for foreign swimmers. This set of standards has become obsolete. In recent years, very few foreign clubs or foreign national teams have attended our National Championships. There is no real need to have a more difficult standard for these foreign clubs or national teams. In addition, most foreign athletes at our Nationals are USA Swimming members who use the domestic qualifying standards.
