202.5 REQUIREMENTS FOR OBSERVED SWIMS

Purpose: Time trials officiated to the same standard as the meet itself are being observed in many of the LSCs hosting college conference meets. Other LSCs refuse because the subject is not covered in the rulebook, thereby creating undue havoc, lots of phone calls and bad feelings. Practically speaking, these time trials are being observed, whether there's a rule for it or not. It makes more sense to include the subject and set up criteria for this observation than to leave it out and condone poor observation and improperly observed swims.

202.5. REQUIREMENTS FOR OBSERVED SWIMS —

.2 The meet must be a season-culminating Championship, e.g., League, Conference, District, Sectional, State, Regional, or be specifically approved by the USA Swimming Program Operations Vice President upon through application to the National OVC Coordinator. A time trial held in conjunction with the season-culminating championship meet that is officiated to the same standard as the championship meet may also be observed.
