RESOLUTION OF THE HOUSE OF DELEGATES
OF USA SWIMMING ESTABLISHING CLUB CHAMPIONSHIPS
BE IT RESOLVED that USA Swimming establish a series of Club Sectional Championships and a USA Swimming Club National Championship beginning in the year 2001;
BE IT FURTHER RESOLVED that the meets be established in accordance with the following concepts:

Date: At least two weeks prior to the National Club Championship Eligibility: Any athlete meeting "Sectional Club Championships Meet" qualifying time standard in an individual event may participate in the meet. Format: 3-day modified meet format to be developed and conducted by each section. Sectional alignments will be determined by the Zones. Time Standards: Time standards shall be designed to yield no less than 400 swimmers at each site. Sites to be determined by each Section. Scoring: Top 3 Men's and Women's Teams; Top 16 individual events; Top 16 relay events. Awards: Top 3 Men's and Women's Teams; Top 8 individual events; Top 8 relay events. | ||||||||||||

Date: | Third weekend in March. |

Eligibility: | The Top 3 Men's and Women's teams from the Sectional Club Championship Meets plus any athlete meeting the National Qualifying time standard in an individual event may participate in the meet. Team size is limited to 10 men, 10 women. If all members of a team have individual National Qualifying times, team size may be increased to include additional athletes with National Qualifying Time. Relay only swimmers who actually achieve the National Qualifying Time in a relay event will not count against the 10 individual athlete limit. They will not be permitted to swim in individual events. |

Format: | 4-day modified meet format to be conducted in two courses. In the first, second and third year of the quadrennium, the meet will be conducted SCY. In the fourth year of the quadrennium, the meet will be conducted LCM. |

Time Standards: | Athletes with National Qualifying times and those who qualified on the Top 3 Men's and Top 3 Women's teams from each Section, may swim any event in which they meet the "Junior Championship" time standard for individual events. The 10 advancing swimmers from the Top 3 Men's and Top 3 Women's Sectional Club Championship teams are allowed one entry that does not meet the Junior Championship Time Standard, if they have not qualified in an individual event. |

Entries: | Swimmers may enter and compete in four individual events in which they qualify. Relays must meet the National Qualifying Time standard. The top 3 teams from each section may swim one non-qualified relay if they do not have a qualified relay. |

Scoring: | Top 3 Men's and Top 3 Women's Teams; Top 16 individual events; Top 16 relay events. |

Awards: | Top 3 Men's and Top 3 Women's Teams; Top 8 individual events; Top 8 relay events. |
BE IT FURTHER RESOLVED that the Rules and Regulations Committee shall draft, for presentation to the House of Delegates next year, revised Sections 205 and 206 to define these Championships.
BE IT FURTHER RESOLVED that a note be inserted in the 1999 rule book that summarizes this resolution.
