.12 For the sole purpose of improving competitive swimming, and with the written approval of the USS Rules Committee and the Legislation & Regulations Committee of United States Swimming, an LSC may sanction events or meets for which waivers of specific provisions of Parts One or Two of USS Rules and Regulations have been granted for limited periods and under specified conditions. For purpose of issuing Official Verification Cards, the LSC OVC Official shall be responsible to ascertain that the conduct of competition conforms to all applicable USS rules and standards unless waivers granted by the LSC have also received written approval of the USS Verification Control Officer.
